I worked for Softplan in UNGP (Public Management Business Unit), that was focused on developing softwares for Public Management (government bodies such as city halls, state government, agencies, justice courts etc) to help digitalize their services and operations.
Their main product was a business process management tool (BPMN), to digitize and manage the process from services provided by the entity, besides Services Portals for civilians and companies to order and track public services.
Their main challenge was updating their legacy products to use modern development technology improving performance and reducing maintenance costs, while also creating scalable and modular solutions that didn't need so much customizations to serve the needs of different clients.
I worked on this project with two different teams, both part of an attempt to build a new product from an existing legacy version.
The first attempt was in building a white-label BPM product that was seen as a possible replacement for the main legacy product sold by the company called CPA (Administrative Process Management), but after months of building the product the project was discontinued because the company saw more value in buying a startup that had a similar product and was already present in many small government bodies.
The second team worked on a new and simplified version focused entirely on the Services Portal using the legacy product as the BPM, negotiated with 2 major government bodies, The Justice Court of São Paulo (the largest judiciary department in the world) and the Environmental agency of the state of São Paulo who were already using CPA.
The Services Portal is a system where a person or entity can register and follow any of the digital services available by the government body, with the goal to keep the process 100% digital without the need of personal assistance.
